My friend Has a 2001 Vitara and has had a similar problem. I think it has something to do with where the electric motor is for the locking mechanism. It's mounted right behind/above the front bumper and gets splsashed and or submurged alot and I think thats where the problems started. Also the vent tube on the top of the diff seems to be essential to the front locking mechanism working and that may be part of the problem as well if there isn't a good enough seal (may need a better clamp)
Try looking to see if there are any deposits near the electrical connection - I'm just guessing as winter snuk up on us and it's waaaay to cold to try and screw around with it if you don't have a garage to work in!

I'll let you know if we come up with anything else when I get a chance to do more 'research' (aka ripping the truck's front end apart)

Can you clarify this for me?
Did I just read that Vitara's have optional(or standard) DIFF lockers? Front AND Rear or just front? :D

No, they're automatic hubs.. not diff lockers. If they were diff lockers, I would have them already. Trust me.

Im not familiar with GV lockers and all but I do member hearing bout 4wd disengaging on certain vehicles when speeds are in excess of 20 kph or so. Does ur always let go or only after a certain speed? whats ur owners manual say bout it?

I haven't done much research as it's not my truck, but there almost seemed to be some sort of a vaccum setup or something there. Now I'm more curious about what it really does. I'm heading to my local Suzuki dealer this week so i'm going to pick his brain... As for the speed thing depot's talking about, my friend never had any problem related to speed. he was wheelin less than 10kph when his was screwin up.
I'll post whatever I find out from the dealer about this if he has any bright ideas :)
